"If the Avatar cared about what was happening now, they sure haven't showed it, I know I have no right to say something like that, but with the way things are now, I like to think I have all the right to say it. So let me start by saying that the world isn't like it was when Avatar Korra was around, in fact, I want to say that she made it worse, the fact, that she let Amon get away the moment he did, is the reason we're stuck in this situation only 83 years later. I'll tell you as much as I can.
Amon survived the explosion far off the mainland of Republic City, Tarrlock didn't. Amon floated in the destroyed particles of the boat to be saved by a rogue ship which was loading supplies into Republic City Bay, they nursed him back to health, some of his scars and injuries permanent, he walked among some of the workers on the ship, establishing a job with this ship, his face too disfigured for anyone to actually recognize him as Amon, or Noatok, all the while his enemy Avatar Korra excelling in her years, growing older, his regrets grew into plans for revenge. Later a decade after the whole Amon craze, he got married and had kids, these kids would be victim to much of the same punishment his own father asserted on him and his brother, he taught them bloodbending in a slow secretive pace, one a girl the other a boy, and another child on the way.
Amon had suddenly planed his rise to the top, rebuilding his organization slowly, and through very diabolical planning which would bring back the hatred Non-benders had for Benders. As his children grew older they became acquainted with Chi blocking, and taught this skill to others who were curious to have it, this became the career they had chosen, but they had been passing the torch, with a newly created resistance. The Neo-Equalists, which were part rumor and part underground at the time. The rumors weren't enough to convince Avatar Korra that anything was legitimately wrong, despite the fact that other famous benders where secretly murdered, their deaths blamed on the crime surrounding Republic City, which quickly resulted in an investigation, which led to no evidence.
A rather minor mishap, that was quickly forgotten, Republic City's population had overflowed to the point of overcrowding, the council was quick to suggest that the Earth Kingdom sacrifice more of its land in order to expand its population, the Earth Kingdom quickly denied this, tensions raised, with an older Avatar Korra, defending the Earth Kingdom, unfortunately it hadn't been enough, after 5 years of a mini civil war between the two sides, the technology that Republic City had led to its victory and a Concordat being struck between the two nations, The Earth Kingdom basically became Republic City, and the City became a Nation. Republic Nation to be exact. This was maybe 30 or so years after Amon supposedly disappeared.
After this, the City made plans to leave the decadent, now aging buildings of Avatar Aang's time, they began to build and reconstruct new buildings, with new technology this process was immensely quickened.The City abandoned its old buildings and left it for the destitute, as the rest moved into the newly rebuilt Ba Sing Se. about 50 years have passed at this time. Amon has died, and his children now take the on the responsibility of building the Neo-Equalists. They start out small like before, murders of famous Non-Benders instead all of them mysteriously killed by the elements. This later produced fear in the vast majority of the population who began to fear and despise the benders publicly for the first time since the start of Amon's revolution. Politicians promised to remove these so called blights in the Republic Nation through various campaigns, which led to riots between both Benders and Non-Benders. The first major action was the bombing of the Pro-Bending Arena, and then its subsequent destruction thereby terminating the Games. The Neo-Equalists were suddenly sought after for protection from any Benders willing to take the life of any famous Non-Benders and politicians.
This connection to the higher ups resulted in a sudden propulsion of the Neo-Equalists, they were supported once again, although once being associated with a lie for a leader, they rose to power, becoming public, and were quick to take away bending, this caused many people to move to the Slums where they were admittedly safe from the Equalists persecution.This went on for years as they spread to other continents, and cast out most benders, leaving only the Water Tribes out of it for the sake of any attack. 30 years passed, and most of the continents had been split apart, with tensions rising between both factions, and a new gang, well I like to call them that, the Bloods, have begun to use bloodbending for crime, its all a big mess, really. Not to mention the Airbenders aren't for the whole expansion thing for Republic Nation, they think it's destroying the environment, and they fight against it all while seeking refuge in the Slums with us Benders. Avatar Korra died recently up in the Northen Water Tribe, or so I heard, and a new Avatar has to be chosen, though like I said before, I doubt they'd be able to do anything except make the situation worse."
Summary:
80 years after the events of Legend of Korra. The world has been turned inside out by the Bender versus Non-Bender conflict, its been so tumultuous that many of the major continents and the newly formed Republic Nation has been split into two sectors for each type of people. I this struggle we have the Pro-Benders, who are pretty much all benders in existence or those who are willing to go against the Neo Equalists, and Non-Benders who support them. The Neo-Equalists who rose from the charred remains of Amon's legacy to become the number one driving force against all Benders. The Airbenders who are struggling to survive and are fighting against Republic Nation's expansion for the safety of nature. The Avatar, who has yet to appear. And the Bloods who are just in it for the money, and is being sought after by both sides of the revolution. A war in the future seems completely inevitable, as each side fights valiantly. You could be the very person to dispel this, or engage in an all out war, or maybe you just want to ignore it all? Which side will you choose?
Associations/Gangs
Neo-Equalists: The Neo-Equalists are led by Amon's children, and is soon to be headed by his grandchildren, Amon barely survived the explosion his brother Tarlock had trapped them both in, and was quickly taken in by a cruise ship traveling back to Republic City, he rebuild his resistance underground slowly and careful all the while evading Avatar Korra's watch as the tensions between Benders and Non-Benders increased, Finally after nearly 30 years the Neo-Equalists were officially formed with some of the wealthiest corporations in Republic City, after the Bending Revolution was introduced, the Neo-Equalists were reinstated into Republic City society as the official police force rather than the Metalbenders which were once led by Lin Bei Phong. None of the members of the Neo-Equalists are actually benders excluding the two leaders and their sons, who know how to blood bend and take away bending permenately. They are prone to holding executions of several Pro-benders, the only promise keeping the leaders of the Neo-Equalists alive is the fact that they will be forever faithful to those who cannot bend, and if they are caught in traitorous activities they will be executed by officials.
Amon has died from old age, and his injuries, the Neo Equalists are looking from any Trespassers from the Pro-Bending side, and our therefore involved in undercover Activites. The Neo Equalists are on every major continent (Earth Kingdom, Fire Nation) with the Water Tribes being restricted to them. The Neo-Equalists replace the Metalbending Police Force in Republic Nation these days.

The Pro-Benders are named in tribute to the Pro-Bending Championship which was terminated due to the No Benidng conflict, the arena was destroyed and riots continued for days on end, ending in a split of Republic City between the Benders and Non-Benders. The Pro benders live in a perpetual state of porverty and crime, with very few living in Middle class, if you could even call it that. In order to enter the other half of Republic City, a bender would need to have their bending taken away in a public demonstration, to remind the others living in the other half of the Neo-Equalists dominion. In general, The Pro Benders side of Republic City is a haven for other Benders who have been persecuted by other continents for their bending, despite being so close to the main enemy.
Most of the Nations are split between the two sides causing many refugees to join the Pro Benders in the Slums.
Airbenders
A very small group of Airbenders, most of them related to Avatar Aang himself have build a small temple on the Slums side of Republic City to protect them from the current tension. There are an estimated 40 members of the Temple, who are not all Airbenders.

Non-Benders mostly consist of your average everyday people who choose not to bend, or can't bend at all, many of them are against the Pro-Benders, but not all of them of course, some of them have actually joined the Pro-Bending cause, although memebers of the Neo-Equalists use specialized Chi Blocking, and other Non-Benders use martial arts.
The Bloods
The Bloods is an organization created after one of the leader's sons separated from the Equalists, finding that the conflict of Benders versus Non-Benders should be exploited for wealth, and that instead whichever side they choose to be on, should make the other side pay in Yuang in order to considered a citizen. The entire organization consist of Blood bender and they are affiliated with neither of the sides. Instead they are responsible for many of the murders, and crime that influence both sides of Republic City and certain parts of the World. They are currently being sought after by both sides as a solution to the problem before a full out war occurs.

The Fire Nation
The Fire Nation is one of the world's four nations. It is an absolute monarchy led by the Fire Lord. Geographically, the continent is located on the planet's equator in the western hemisphere, and is composed of several islands, and therefore is an archipelago. Its capital is simply known as the Fire Nation Capital. The Fire Nation is home to most known firebenders.
The Fire Nation is the second-largest nation in the Avatar World in terms of population and area, second to the Earth Kingdom. Undergoing an Industrial Revolution, the Fire Nation's economy is the most powerful in the world, with a strong industrial sector and extensive technological developments. It is also known for its large, powerful military.
Regardless of previous boundaries, the Military of the Fire Nation was engaged in an imperialistic century long war with the other three nations during the life of Avatar Aang. The ruler directly after the conclusion of the Hundred Year War, Fire Lord Zuko, used Fire Nation resources to help rebuild the world, start the Harmony Restoration Movement, and eventually create the United Republic of Nations. The Fire Nation Capital is guarded by the Great Gates of Azulon, named after the grandfather of Zuko and Azula, Fire Lord Azulon. Seventy years after the end of the Hundred Year War, the Fire Nation still plays a role in world affairs. A representative from the Fire Nation holds a position on the United Republic Council that helps govern Republic City and the United Republic in general.
Water Tribes
The Water Tribe is a collective term for a nation of people who practice the art of waterbending. It is one of the four nations and its members, for the most part, inhabit the polar regions. There is also a small population of waterbenders located in the swamps of the Earth Kingdom, although they were isolated from their sister-tribes for generations and others were not aware of their existence until stumbled upon by Avatar Aang, Katara, and Sokka of the Southern Water Tribe.
The people of the Water Tribes are peaceful. They strive to live in harmony with nature and with the other nations of the world. There are two primary groups of Water Tribes, the Northern and the Southern. In the time since the Fire Nation's attack began, contact between the two tribes has ended.
The Water Tribe joined a global conflict known as the Hundred Year War against the Fire Nation during the life of Avatar Aang. The Southern Tribe was driven to the brink of extinction through a series of devastating raids, and the Northern Tribe proved to be unable to provide any resources for the War beyond its borders. With the War's conclusion, a reconstruction effort begun for the Southern Tribe.
Seventy years after the end of the Hundred Year War, the Water Tribe gained significant influence in world affairs, with two representatives on the United Republic Council, one for the Southern Tribe and another for the Northern Tribe, the latter representative most recently being Councilman Tarrlok.
Republic Nation/Earth Kingdom
Republic City, the capital of the United Republic of Nations, is a large metropolis located on the shores of Yue Bay.It is located in the northwestern Earth Kingdom near the Mo Ce Sea. A colony of the Fire Nation during the Hundred Year War, the city was founded by Fire Lord Zuko and Avatar Aang after the conflict's conclusion as a settlement housing citizens from all four nations.Being a modern urban center, Republic City hosts significant high-rise development, a huge Industrial Revolution, and widespread use of automobiles, motorcycles, and airships.
Republic City is home to a variety of iconic landmarks. These include an island with a massive statue of Avatar Aang looking out over the bay, a downtown station,a large and popular city park, many suspension bridges, and skyscrapers. The police force utilizes metalbending for civil law enforcement. The vast metropolis conducts pro-bending matches; the city's number one form of sporting activity

After the Republic City pushed into Ba Sing Se, with land requirements the Slums have been the main refuge for the Benders. It is the old infra structured buildings that are falling apart and prevalent crime that keeps the people down, benders wishing to join Republic City population must have their bending taken away in a public demonstration in exchange for citizenship. Very few benders have done this.

Firebending
Firebending, one of the four elemental bending arts, is the pyrokinetic ability to create and control fire, practiced by some people of the Fire Nation, as well as the lesser known Sun Warriors.
Fire is the element of power, consisting of overpowering force tempered by the unflinching will to accomplish tasks and desires. However, the recently militaristic Fire Nation twisted this into firebending being fueled by rage, hate, and anger. Firebending draws its power from the sun, and the first human firebenders derived their firebending techniques from the dragons.
Firebending moves are based mainly on the Northern Shaolin style of kung fu, but with a few techniques from Northern Seven Star Praying Mantis. These martial arts feature quick, successive attacks that take extreme power momentarily, much like an explosion, called ging lik. It optimizes a strong continuous offense, sacrificing defense for greater power, the principle behind a pre-emptive strike, making firebending the most aggressive of the four bending arts.
Firebenders use their internal body heat as a source of their bending. This facet of firebending is a sharp contrast to the other bending arts, which manipulate already present sources of their element, though firebenders can also control or enhance flames nearby. Unlike other bending disciplines, firebending has few defensive moves aside from blocking and dodging, although master firebenders are able to create walls of fire to absorb incoming attacks or shoot down incoming projectiles.
Waterbending
Waterbending, one of the four elemental bending arts, is the hydrokinetic ability to control water, as well as its many forms. This type of bending is utilized by the people of the Water Tribes, who are divided into the Southern, the Northern, and the lesser known Foggy Swamp Tribe, each with their own unique bending style.
Water is the element of change.The moon is the source of power in waterbending, and the original waterbenders learned by observing how the moon pushed and pulled the tides.The Water Tribes are the only people to not learn bending from an animal, though the Moon and Ocean Spirits turned into koi fish.
The fighting style of waterbending is mostly fluid and graceful, acting in concert with the environment. Foggy Swamp style waterbending, however, is more rigid and straight.Waterbenders deal with the flow of energy; they let their defense become their offense, turning their opponents' own forces against them.
Waterbending is based on a style of T'ai Chi Ch'uan, specifically the Yang style. It is a Chinese martial art that features slow movements and elegant forms that evoke the feel of flowing water. Waterbending's strength is its great versatility. Rather than supporting a separate set of offensive methods, waterbending employs defensive techniques that can be transformed into attacks and counters - defense into offense. Instead of simply deflecting an attack, waterbending's defensive maneuvers focus on control, achieved through turning an opponent's own strength against them, rather than directly harming the opponent.
Earthbending
Earthbending, one of the four elemental bending arts, is the geokinetic ability to manipulate earth and rock, in all their various forms. It is utilized by people of the Earth Kingdom. Earth is the element of substance, making earthbenders and their people diverse, strong, persistent, and enduring.The first earthbenders, Oma and Shu, learned the art from badgermoles.
The key to earthbending is utilizing neutral jing, which involves waiting and listening for the right moment to strike and, when that moment comes, acting decisively. In other words, earthbenders generally endure their enemies' attacks until the right opportunity to counterattack reveals itself, then strike with unyielding force.
Earthbending is generally based on the Hung Gar style of Kung Fu, which features heavily rooted stances and strong kicks and punches that evoke the mass and power of earth. The martial art is based on the movements of animals, including the tiger, which is utilized when initiating hard blows, and the crane, which is used to land gently back on the Earth. There are exceptions to this rule - Toph, the blind earthbender's style is based on Southern Praying Mantis Kung Fu, using its precise stepping to maintain contact with the ground for her to "see". Earthbenders, mostly earthbending soldiers and generals, typically travel barefoot to increase their connection with the earth and their power.
Earthbending is also one of the most diverse of the bending arts fighting styles, ranging from the most commonly used earthbending, the rigid and collectively learned earthbending of the Dai Li and the individually taught styles such as Toph's unique earthbending technique. Earthbenders are generally muscular, tough and direct and like all benders, their technique reflects on their individualized personalities.
Airbending
Airbending is one of the four elemental bending arts, specifically, the aerokinetic ability to control and manipulate currents of air. The peaceful Air Nomads utilized this type of bending in their everyday lives.
Air is the element of freedom.The Air Nomads detached themselves from worldly problems and concerns; finding peace and freedom was the key to solve their flaws in life. Airbenders continually sought for spiritual enlightenment, and, as a result, all children born into the Air Nomads were benders. The first airbenders learned their art from the sky bison.
The key to airbending is flexibility and finding and following the path of least resistance. Airbending is notable for being almost entirely defensive, as well as the most dynamic of the four bending arts. Airbenders can overwhelm many opponents at once with large and powerful attacks that could prove fatal; however, due to the pacifist nature of the Air Nomads, such attacks are rarely used.
An airbender never seeks a fight, and they never seek to strike an opponent directly. Airbending is based on the Ba Gua style of martial arts, also known as "circle walking" or "Eight Trigram Palm", along with a small hint of Hsing Yi, also known as "mind heart boxing". These martial arts feature swift, evasive maneuvers that evoke the intangibility and explosive power of wind; drawing energy from the center of the abdomen.
Ba Gua, which utilizes circle walking of the Eight Trigrams, is known for its constant circular movement, which makes it difficult for opponents to attack directly or land a blow. Maneuvers employ the entire body with smooth coiling and uncoiling movements, utilizing dynamic footwork, open-hand techniques, punches, and throws. A common tactic is to maneuver behind an opponent and mirror their movements, preventing them from turning to face the practitioner.
Unlike other bending disciplines, airbending is almost entirely a defensive art, similar to its practitioners, and is the most dynamic of all other elements.

Lightning
Lightning generation is a sub-technique of firebending, with which firebenders are able to produce and guide a bolt of lightning from their fingertips. The generation of lightning was first shown by Princess Azula while she was being overseen by Lo and Li. Generating lightning involves a circular motion with the arms. Mentally, it involves a complete absence of emotion and peace of mind, and physically it requires separating the energies of yin and yang, the spiritual interpretation of positive and negative electric charge. When the forces collide, the bender only guides, rather than controls, the lightning's direction. Because of this complexity, a lightning attack usually takes much longer to initiate than standard fire attacks
MetalBending
Metalbending is a special subset of techniques within earthbending that allows an earthbender to ferrokinetically bend processed metals much as they would bend regular earth. The ability was discovered by Toph Beifong while she was confined in a metal box. At of the end of the Hundred Year War, Toph remained the only known individual capable of metalbending, though she ended up traveling the world and starting her own school to teach this skill.
During a lecture on chakras, Guru Pathik explained to Aang that metal is merely earth that has been purified and refined. Using her ability to "see" through earthbending, Toph was able to perceive the trace amount of earth still present in the metal, target it, and utilize it to bend the metal itself. However, if the metal is pure enough, than it cannot be bent.
BloodBending
Bloodbending was introduced by the Southern waterbender, Hama. Since the human body is roughly 70% water, bloodbending does not necessarily bend blood, but the fluids in one's body, allowing the user to manipulate a body's muscles to move as they wish or to stop movement completely. Potentially, a bloodbender could stop a victim's heart or crush his or her internal organs, pressurize, boil or cool the fluids, or even completely extract the fluids from one's body imitating the technique used with plants, though this has not been stated.
In 128 ASC, a man named Yakone demonstrated the ability to bloodbend without a full moon.
Furthermore, Yakone was able to bloodbend his victims with his mind, a technique known as psychic bloodbending. Later in life, Yakone taught his two sons, Noatak and Tarrlok, how to bloodbend without a full moon. By the age of fourteen, Noatak had even mastered his father's psychic bloodbending technique.
PlantBending
Plantbending is a subset of waterbending, which has been brought back to popularity with the recent re-discovery of the swamp Water bending located in the Earth Kingdom.
A member of the Foggy Swamp Tribe, Huu, has illustrated that talented waterbenders can manipulate plant life—from the highly water-saturated vines and roots found within the swamp lands and seaweed from the ocean floor—they can even rapidly regenerate the plant mass of the plants they bend, since the cell tissues of a plant is more versatile than the cell tissues of an animal, all by bending the ample amount of water within them just as they can with watery mud, as Hama demonstrated with fire lilies. Going further, a skilled waterbender is able to separate and completely extract the water from plants for more effective utilization just as they are able to separate the water from mud, sand, and even polluted river systems, etc.
In the case of plant life, this process will then leave behind the withered remains of all the affected plant life or even making them collapse in the case of large trees.
Healing
Waterbenders also have the unique ability to heal themselves and others. They do this by drawing on the life-giving properties of water to heal many types of physical wounds, some illnesses, and even pain caused by mental stress. However, there are limits to what can be healed. For example, Katara's healing could not heal the internal injuries done to Jet by Long Feng,Yue's birth illness could not be cured by healers, and Zuko's scar would be unaffected by healing. It is also apparent that Katara cannot heal a bender whose chi has been blocked as shown when she was unable to heal the Terra Team. Water from the Spirit Oasis, however, has special properties and can heal wounds that regular water cannot, such as Aang's fatal lightning wounds obtained during a duel with Azula. A healer can detect where chi flow is blocked, as displayed when Katara could feel the energy locked within Aang's chakra during a healing session.[9] Avatars are also capable of this art, as Korra healed Bolin's shoulder following a pro-bending match.
Sandbending
Sandbending is a form of earthbending where the particles of sand are manipulated. The sandbenders adapted the technique to survive within the Si Wong Desert. Most earthbenders would have an ability to bend sand, but because of the loose nature of sand and the similarity of the art to water and airbending, most earthbenders show an inability to adjust.
Cloudbending
A skilled waterbender or airbender can easily manipulate clouds, which are made of air and water, to create various shapes. In one particular instance, cloudshaping was used to provide a message to nearby villagers of an erupting volcano.
Mudbending
It has been demonstrated that both earthbenders and waterbenders can bend mud, due to the substance's water and earth content.

The Avatar will be primarily an Earth Bender, mainly because the cycle of the Avatar host goes from water, earth, fire, and air, Korra was a Waterbender which means that the next Avatar must be an Earthbender.
This Earthbender will know only Earthbending and any of it Subsets (Sandbending/Mudbending), they are restricted due to the Bender versus Non-Bender controversy. They will either be looking for some teachers to instruct them in other elements or traveling around.

Two questions: If we extrapolate upon the current Avatar timeline, the setting would be somewhere similar to our world's 1980s. That what you had in mind, or were you thinking of changing that up?

1) I was thinking of changing that up a bit, a mix of retrofuturism like Fallout for example, how in the game they had lasers and advanced weapons all while keeping a very 50's atmosphere to it. As far technology goes, we do have improved bombs, not so much on the level of a nuclear weapon, guns exist but only belong to the wealthy for protection, high speed tanks, neon lights, but a very Asian atmosphere to it, sprawling metropolises, which mostly consist of the Newly formed Republic Nation, Cellphones, Televisions, Prosthetic limbs, things like that .
2) In the show, the Avatar's spiritual self represented the connection they had to the past Avatar's, what I'm asking for is, how connected is your self-created Avatar to the spiritual side? Can you communicate with the past Avatar's? Can you, or have you gone into the Avatar state? or do you have a spiritual block like Avatar Korra did?
Yeah. For example, on mine, he is very in tune with nature and sometimes has dreams or visions while meditating that he doesn't understand. Of course that'll change if he doesn't get chosen. I have an alternate CS for him that is very much different in some aspects.
As far as character sheets go I want at least one character for each organization, and of course an Avatar before we officially start. If we can't we just need at least a Neo-Equalist and the Avatar.
Bio: Raised and bred in the Slams, Wei has known no other life. Trained by her father, who was trained by his mother and father, which are Kora and Mako, she knows a good amount of her bending style. She is the oldest of three, having two twin siblings, both younger, and on being a brother and one a sister. She taught them when they were young, and raised them along with her parents. She is a big part of the Revolution, being the eldest grandchild of the Avatar. She is always striving to bring peace to all benders and non-benders, through any way possible.
Personality: Wei is a secretive, stealthy, cautious, loving, kind and helpful person. She wishes for peace between the benders and non benders, and strives to get that. She will sacrifice herself for that. And she just might.
Other Information: She has a flying lemur, Moshu. It is a he, and he is brown and white. She has large blue eyes.
