Yes Dragons can speak either through normal or telepathic connections. Though for beginners the connection isn't sound or strong enough so it comes off by everyone else s if they are yelling loudly in their own minds. Students will learn how to control themselves and their Dragon later in the years.

Romance is allowed. Student/Student and Scholar/Scholar. Not allowing mix of a Scholar or Student. Though there can be a crush. Like for example.

A student may think a Scholar is really gorgeous/hot of that nature and may be swooned by them but the Scholar will mostly think of it as the acting funny. Lol.
