Arcadia is an ancient land. Its hills have existed since the beginning of time and will last until after time has ended. For untold millennia the sun has danced in an endless tango with the moon, bathing the lands in light and dark. Civilizations have come and gone, leaving behind only crumbling ruins to their grace, no matter their power.
At least, that is what your peasants say.
You are not of Arcadia. You are a member of a cabal of leaders who rule over the Democians, children of the land of Terrastial, an actual ancient land filled with great wonders and great danger. While the former were nice, the latter turned out not to be your cup of tea. Yours and thousands of your subjects'. With the aid of warlocks of the Mages Guild, wielders of the ancient powers, you ripped a hole in the very fabric of reality and went through on the off chance that you might end up in a better place.
Having passed through the portal, you found yourself in Arcadia. Mentioned in the myths of your people, little is known about this mysterious place. There are only mentions of a great danger and terrible wars. No such artifacts existed upon your arrival and it matters not anyways. No sooner than the last of your people stepped through the portal than did it close and the warlocks have since proved unable to reopen it, assuming that you really would want to go back.
Not all is lost though. Upon arriving you discovered a humble castle not far from where you arrived. Occupied only by a few thousand indigenous people, the small structure of stone was well-maintained but largely leaderless. So you and your horde moved in and made yourself at home, varyingly to the welcome or chagrin of the locals.
A year has passed and the seers of the Mages Guild now foresee troubled times ahead. The people now look to you and the other members of your cabal, now known as the Arcadian Council, to lead them to greatness and glory. They await your command to build this great kingdom and conquer the unknown that surrounds them. Can you bring about this bright future? Can you build a civilization to stand the test of time?

Characters will debate policy and handle crisis situations as they threaten the kingdom, using what resources that are available to keep everything on track.

Spoiler: Concepts
Building – The primary business of the Council is to plan the construction of the domain of the Democians. Building requires materials, gold, and people willing to construct and operate the structures. The latter means that options will appear and disappear as people gain and lose interest in creating such structures.
Happiness – Starts at 100% and will shift depending on what is happening in the kingdom. Variables can range from population and religious differences among your people, the prosperity of the realm, and war. Higher happiness can spur great deeds and increased production among your populous. Low happiness can cause your population to riot and even revolt.
Heroes: Not all people are the same, some are special. Heroes will spawn randomly and remain in play unless they perish in some way. Individuals of great influence, no matter their occupation, these powerful can do anything from create new innovations to crafting magical items, from rallying the populous during war to turning the tide of battle. Be very wary though, as these heroes may not always agree with the Council and may even turn coat...
Spoiler: Factions
The Council of Arcadia rules the land, but is not alone in influencing the realm. Other powerful factions will rise and fall, all vying for authority and influence. To keep the people happy and prevent any... incidents, it would be wise to watch these factions. Other factions will arise as the game progresses.
Spoiler: Bank Guild
A holder of great wealth in the kingdom, the Bank Guild makes loans to those in need for a reasonable rate of interest. Much of the realm has at least a small loan to the Bank Guild on the record and they have strong ties to the Fighters Guild, who provides their muscle. The Builders Guild, however, is not so fond of them, as their members hold the larger debts.

Need something built? The Builders Guild handles that. It is a conglomeration of every group that participates in the construction cycle with the sole exception of the smiths, who have their own guild. Masons and carpenters all belong to this guild.
Spoiler: Fighters Guild
Essentially mercenaries who came to Arcadia on the Council’s coin, the Fighters Guild provide swords to anyone who needs them. Need a wolf killed? Call the Fighters Guild. However, they are known to cause trouble when idle.
Spoiler: Mages Guild
The cabal of warlocks who brought your people (at great cost) to Arcadia may be small but it is powerful beyond its size. Wielding arcane knowledge, they can be employed by the Council to deal with any magical matters or dangers that others cannot. By nature it will create individuals of great promise and great arrogance. They inspire awe and terror in the populous, particularly when one of their experiments goes wrong.
Spoiler: Smiths Guild
Standing apart from the Builders Guild, the Smiths Guild deals in anything to do with metal, including gold. Makers of everything from fine jewelry to swords, the Smiths Guild wields enormous influence in virtually every other guild.

Heroes are made in two ways. The GM may generate them. Players may also create basic heroes using the CS template below and letting them loose upon the land. All heroes will be NPCs controlled by the GM. These individuals can vary in basically anything including whether they are more loyal to the realm or to themselves, so it is best to be wary, especially when they perform great deeds that win them the love of the commons.
