If you've ever heard of the GNU Public License (in relation to software) it's like that for table top games.
For example the Pathfinder RPG System is covered under the OGL though it is managed primarily by Pazio
Dungeon's and Dragons 3.5 (Not anything earlier sadly they have to abuse a little legal terms to get anything older than 3.5 public) is also Ironically OGL to an extent as the core system (Called the D20 system) is public, which is where we got the Naruto D20 RPG from.
Another OGL system is FATE and I believe GURPS is to an extent.

Well, if you want the digital rulebook for shadowrun, it's easy enough to get, just like any other rulebook.
Maybe I should give shadowrun another go. Like I said, my previous experiences with the system were quite bad.
