Odds are that the Furians as well as the Draconians would be other key voices of decentralization within the Senate, but not the Council. Since for them Senate seats tend to be elected positions, the popular opinions there against the Achenarans prevail for the most part, so the things they say will likely be far different than what the nobility from each nation wants for their respective countries.
