Nick Fury: The head of S.H.I.E.L.D., Fury is the big brother that is watching everyone. He keeps tabs on every known super everywhere. Fury is the direct government tie to Stark and his registered heroes, making Fury a a dangerous ally and an even more dangerous foe. Fury is also the warden of the secret anti-super prison facility.
Superman: The famous hero and one of the poster boys for the Fantastic Force. Superman now works as a hero full time since his identity is public knowledge.
Dr. Manhattan: The god-like hero secludes himself in the Stark Tower laboratories rather than fight. The war does not concern him and he sees it at pointless. He occupies himself with advancing science and technology, and Stark Industries has the best money can buy.
Ghost Rider: The Ghost Rider holds no side in the war, but has simply become Mephisto's bounty hunter.
Mephisto: The Lord of the Underworld (aka Mephisto's Realm)
Blackheart: The son of Mephisto and the hunter of the damned. Blackheart is the essence of madness, competing only with the Darkness.
Hate-Monger: The antithesis to Captain America, Hate Monger is a superhuman white supremacist and neo-nazi. He is the leader of the National Force. Developer of the H-Ray emitter technology.
National Force: The National Force is a neo-nazi anarchist group founded and lead by Hate-Monger. The National Force is listed as a highly dangerous terrorist organization.
S.H.I.E.L.D. Super Prison: aka Area 52, this moon base serves as a high profile prison that nullifies the super powers of heroes and villains. Out of all of the inmates held there, only one has ever successfully escaped and broken back in.
Thor: The son of the Norse god Odin. thor is the protector of mankind and is saddened to see so many close friends fight one another. Thus far, he has no reason to involve himself in the Civil War.
7h0R: A cyborg contraption made by Mr. Fantastic and Dr. Manhattan. Using mechanical components and cloned samples from the actual Thor, S.H.I.E.L.D. has created the first AI weapon of mass destruction. Codename: Lightning Bolt.
The Angelus: The Avatar of Light. Immortal and timeless, this enigma and her spawn strive to banish all darkness and corruption from the world, no matter the price in blood. Nemesis to Jackie Estacado and Sarah Pazzini.
New York City: The city that never sleeps. Home to heroes ad villains and the location of the Stark Tower, the headquarters of the Fantastic Force.
Gotham City: Home to the famous Batman, Gotham is a bustling Metropolis much like New York. Gotham is the neighbor to Arkham City, meaning that crime and unrest is getting alarmingly commonplace.
Arkham City: With the overflowing population in Arkham Asylum, Bruce Wayne and Tony Stark funded the construction of Arkham City. This isolated city is a large enough to act as a dumping ground for the criminally insane. The Joker has become the unofficial Mayor of Arkham City.
Dr. Doom: Ruler of Latveria, a small but militaristic country in eastern Europe. Dr. Doom was once a friend of the Fantastic Four but was eventually driven insane by his metamorphoses and the power it granted to him. His powers and great intellect allowed Doom to take over Latveria. Doom is an constant threat to the United States.
Latveria: Latveria is a country that is very similar in climate to Siberia. The country is very polluted and the people live in fear of their dictator, Dr. Doom.
Death: is as its name implies. The enigmatic avatar of the end to life. It appears to those who will die soon and take their last confessions before ferrying them to either Heaven, Mephisto's Realm, or banishing them to the Darkness.
Hulk: Little more than a wild animal, Bruce Banner and the other Hulks are being actively hunted by S.H.I.E.L.D. Bruce Banner is the only one who has successfully been caught and has been jettisoned in to space.
