World name:
Cella Yuel

Overview:
A highly magic and scientific world, Cella Yuel has little in the way of Sympathetic magic and Psionic powers but it is highly advanced when it comes to Biotics, Physics and Hermetic magic. Cella Yuel is a strange world, full of strange cities made of materials like crystal, metal, plastics and even coherent light. The dominant species are Humans, with Uplifted animals and a few very strange intangible beings coming evenly second, and GenMod Humans and Werecats also included in that list of ‘dominate’ species. The landscape is filled with ancient forests and towering mountain peaks. Strange, mysterious valley's full of unexplained things dot the landscape, and many huge lakes abound. There are two continents, Cella and Yuel.

Ecological Profile:
Very light industrial, with large and unspoiled wild areas of forest; Cella Yuel is largely untamed by its inhabitants.

Xenoforms:

Humans - No explanation required.

Werecats - Men who can become Werecats at will; only one gender exists (Male – though they have both sets of reproductive organs) and they normally turn in to one of the big cat species, although house cat Werecats do exist.

GenMod Humans - Normally in the form of Humans with genetic enhancements, and some times more drastically changed to include totally different physical appearances, GenMods are modified.

Cyborgs - Humans with cybernetic implants, Cyborgs are also part GenMod Human most of the time.

Coherent Light Beings - Having no real name in human language, the Coherent Light Beings are sentient beings made out of semi-solid light. They have learnt to speak by 'writing' in English with their 'light' though.

Uplifted Animals - Uplifted Animal are intelligent beings, normally animals who have been made Humanoid. They mostly can speak English and they are surprisingly similar to Humans in culture, society and other things.

Historical Summary:
Cella Yuel began some many years ago, in a time long forgotten, as a mainly lifeless world, filled with strange intangible beings and Werecats. Eventually the City of Worlds expanded out enough to reach Cella Yuel though, and soon many Humans entered Cella Yuel, taking over the world with little struggle. The continent of Cella and the continent of Yuel were taken over by separate rulers, and they fought each other for many a year until a peaceful solution was forced on them by the Coherent Light Beings. The CLB’s kidnapped both King’s and tied them up in a blindingly light filled dungeon for two months, torturing them in any way that didn’t require physical torture until the two King’s broke down and wrote up an alliance. From then on Cella and Yuel became Cella Yuel, and the CLB and Werecats began to live peacefully with the Humans.

Societal Influences:
The society of Cella Yuel is heavily influenced by the Church of New Christ, the Coherent Light Beings, the Werecat Tribes and the Dimini Council of Elders. This ever shifting political and cultural balance makes Cella Yuel a vibrant and also accepting land and gives it a unique society.

Laws & Governments:
The government of Cella Yuel is a constitutional monarch, led by the Luminescent Queen and ruled by a government made up of a mix of Nobles, Church Officials and the Trading Houses. The Luminescent Minister is Cella Yuels version of the Prime Minister, and in Cella Yuel titles always have a prefix, the prefixes are: Luminescent (Anyone with Luminescent on their name is one of the highest caste (i.e.: The Luminescent Minister, Luminescent Queen, etc.), Bioluminescent (A member of the middle Noble caste; (I.e.: Bioluminescent Duke, Bioluminescent Trade Patron, Bioluminescent Archbishop, etc.) Illuminated (A member of the lowest Noble caste (I.e.: Illuminated Baron, Illuminated Bishop, Illuminated Trade Master, etc.) and Shadowed (A member of the common class, but a member who holds a position in the Church, Trade Houses or as a Knight (I.e.: Shadowed Reverend, Shadowed Merchant Man, Shadowed Knight, etc.).

The laws of Cella Yuel are rather simple and not tied up in bundles of bureaucracy, unlike many other worlds. They are essentially summed up in the Constitution’s section on laws:

Do not murder, steal or assault – Punishment for Breaking This Law: Death.

Do not rape, abuse or commit adultery – Punishment for Breaking This Law: Death.

Do not commit racism – Punishment for Breaking This Law: Life imprisonment.

Do not swear in public or in church – Punishment for Breaking This Law: Twenty Lashings.

Do not become obese – Punishment for Breaking This Law: Mandatory dieting.

Do not lie to the government or church - Punishment for Breaking This Law: One year imprisonment.

Do not take bribes - Punishment for Breaking This Law: Death.

Do not destroy another’s property - Punishment for Breaking This Law: Enslavement to the one whose property it was for two years.

Economic Conditions:
The economy of Cella Yuel is rich and prosperous; Objects made of coherent light or rare crystal make for valuable exports and the rare and ancient trees of the land provide wood for an array of beautiful pieces of furniture that are also exported.

Military & Espionage:
The military of Cella Yuel is small and poorly armed; as the world of Cella Yuel has not faced a war for several thousand years. They are many mercenaries though, and the Dimini, Coherent Light Beings and Werecats all maintain their own militaries.

Espionage is a skill that Cella Yuel has down pat though, as corporate espionage is rife in Cella Yuel. The Trade Houses constantly war with each other, and spies and counter spies are always being trained and deployed. There are several large Espionage Houses, who provide spies, bugs and covert recording devices at a price.

Wow! That's great work Ásvaldr! I love the detail! Although I don't understand why it's life imprisonment for racism and only twenty lashes for swearing. If you call someone a racial slur, do they flog you before or after they kill you? Does "heck" count as a swear? Or do people say "Beep!" instead? Is there a court system? Walking judges? Or do whoever is around handle it?

But I have to say no to the Dimini. First, as they're visiting they're not native to your world; and second they can manipulate universes - and that I cannot allow.

Manipulation of universes is strictly under my control. Creatures who enter your world have to obey the laws set in that world, just as you have to obey the laws set in other worlds when you visit them. You can only bend this rule by using a conjuration circle - a specialized gate that links to another world or dimension that allows you to use that world's rules inside the circle only. And what you create there has to survive transition if you want to bring it back into your world. If you get a wizard or creature from another dimension to turn lead into gold, when the circle closes the gold might turn back into lead.

With that in mind, remember that high-tech implants will not work except on other high-tech worlds. You should have a travel advisory for your cyborgs.

The Dimini don't manipulate universes in that fashion Enigma. They hop between universes; no requiring cracks to transfere themselves across universes; therefore manipulating the 'fabric' of the Universes. Also they are native; not visitors. They just happen to be native to two places at once. That is like saying that air is not native to Australia because it also exist in America.

Your description of the Dimini is that they are hyper-universal beings that manifest in Cella Yuel, not that they're native creatures naturally appearing in their own world.

To cross through dimensions requires either a gate or a fracture - and fractures only work for worlds in the Fractured zone. Gates can be one-way - the conjuration circle is an example of such a gate. No side-stepping!

Shapechanging is possible on high hermetics worlds. If the Dimini appear on a world with low hermetic index, they' can't shape-change there. Also, keep in mine that Hermetics is the Law of Sacrifice or equivalent exchange - what are the Dimini giving up to do the shape change?

But most importantly the Dimini as you are describing them are only possible on Sympathetic 5 worlds, while this is a Sympathetic 1 world. Only on Sympathetic 5 worlds can a being split itself into two or more parts and still be the same creature. And even then, if one part crosses over to another dimension, the link is lost.

The Dimini cannot exist as described in a Hermatics 4/Sympathy 1 world. Please re-read the Law of Sympathy (http://danielbayn.com/allworldz/library/articles/newbies-pillars.html).

Okay then. And they don't shape shift; they manifest... So say they are a Rabbit in one world; then they have to change worlds to become something else; for example a Lion... Once they are in a world they can't change shape; they have to choose a shape and stick to it.

And I'll remove the two-part thing.


Also about the laws of Cella Yuel:

Perjury falls under lying to the government or church. Sometimes Perjury also combines the charge of taking bribes (Taking bribes includes any type of bribe, so accepting personal/family favours to lie in Church/Court and lying to save your own skin would count as 'Emotional/Psychological Bribes' most likely.)

Heck does not count as a swear word, but anything like Damn or Shit counts as a swear word.

As for racial slurs: In Cella Yuel the more serious charge is normally the one you're punished for; but you misread the Racism punishment; Its life imprisonment, not death, so they'd flay you and then send you to jail for 22 years.

And there is a pretty standard court system, with Jury's, Judges and Lawyers... Though no such options as 'Manslaughter' or 'Insanity' exist plus Bail and Parole don't exist either.

shapeshifting can only happen in a dimension that allows shapeshifting. You can't shapeshift otherwise. And you need to know how to shapeshift in that dimension, otherwise you 'manifest' or gate in as your natural form. And if you don't have a natural form - you stop existing.

So if your Dimini wants to appear as a lion in a dimension that doesn't allow shapeshifting, then they have to use the Law of Sacrifice in Cella Yuel, giving up something to become a lion in Cella Yuel and then gating to that other dimension.

A one-way gate can move you to another dimension, but if you can't work in that dimension, you're trapped.

No universal keys. When you go to another dimension, you have to obey the laws of that dimension. Just like someone was to visit yours, they would have to obey the laws of your dimension.

Ásvaldr, if you want to make a Sympathy 5 world that would support such creatures, you're welcome to do so. Remember, they have to use gates to cross the dimensional walls, although for a Sympathy 5 world that's easy enough to do. It's enough to create a picture of the destination and step through it. However, one they cross through, they're cut off from the others and have to obey the laws of the world they're in.
