Praetoria

A city of dreams.
A city of power.
A city of tyranny.

Late in the 27th Century, when the World's temperature had begun to rise and with it the polar ice caps began to melt, humanity began to grow wary for other threats were rising. A minority of people from all races and creeds began to spontaneously show various abilities that had long been considered either impossible or 'magical'. Thus the various governments of the world, afraid of a general revolution by these special individuals decided that they must be isolated, and so Praetoria was constructed. Suspended over the middle of the Indian Ocean, Praetoria, the flying city, was placed there by the various governments and, in one move, all 'empowered' people were gathered up and shipped there, left to sort out their problems themselves.

Praetoria was not a prison however; it was a beautiful city made of seven districts, each of which was held in a circle around the next area and eventually tightening inwards to a large tower that was named the Nova Praetorius, the center of the city. What's more, the city was technologically advanced; more than anything else on the planet, and so they soon became a veritable Eden of power and skills. Those rich humans who remained below tried to buy their way in, but the spontaneous government set up by those exiled there denied their attempts to buy in, and set up various tests to get in. The population grew, a religion was created, and the technological and magical marvels began, creating a community that was the new superpower in the world, but one who remained aloof and uncaring.

For nearly three centuries this city remained relatively low in population, but by the early 3000's they decided they needed more people. The planet's population had been dying out, and the failure to develop proper technology for interplanetary travel weighed heavily on the non-powered governments, so many people were sent to Praetoria. The existing citizens became a nobility then, moving into the more central districts, those that held beautiful gardens and institutes of learning and wonder, whereas the 'normals' as they were called, populated the much larger outer rings, the rings were disease and crime was rampant. A new class of aristocracy was created, and hate crimes became common. It was becoming a problem, and Praetoria was dying.

Then a particularly gifted inventor, one with only a minor power to manipulate machines, gave birth to the suggestion that reigns to this day. A council of seven gifted individuals, gifted with both intelligence and other attributes, one from each district, was formed, and the Council was formed. This Council was bountiful and charitable to begin with, but as technology advanced further, and teleporters became available to move from one district to another, they grew more and more tyrannical, at least under the surface. Many races had sprung up in the intermittent years, due to magical and technological experiments, and while racism was not as much of an issue any more, various other discriminations arose. And through it all, the Council developed their own army, their own police and began to exact their rule with an iron fist, becoming openly powerful tyrants.

Now, in the 35th Century, the Council has been in power for nearly 400 years, and it is coming up to the anniversary of their 400th year exactly. Rumblings of discontent have sprung up from below, and a minority of people -both empowered and otherwise- have joined together to overthrow their dire rule. They will attempt to overthrow the government of the greatest civilisation left on Earth, and in doing so they will discover various truths behind the greatness of Praetoria that they may not be ready to deal with. Will they triumph in their plans to overthrow the iron fists of the Council, or will they fail and be destroyed, the last hopes of the general populace becoming nothing more than pipe dreams?

I'm receptive :D

Question - do the "powers" and "non-powers" inter-breed? Of the top of my head I'm thinking of a half-breed character that doesn't actually have any powers aside from an uncanny luck - if that would work in your world?

Yes, yes they would and that'd be cool -excited-
I'm planning on adding a list of the more common races a bit later, as well as descriptions of the magic, factions and the locations, but it's a lot so it'll be a few days coming.

Still, interest is always appreciated xD
