Welcome to Carter Lake, Washington, population 5800. Carter Lake is located between Joint Base Lewis-McChord and Olympia. It is known as the largest little small town.

Located three miles from an Interstate 5 off ramp, it has all the conveniences of city life yet being off the main highway, does not attract city traffic. Carter Lake is able to maintain a small town feel even though several tech start ups have office space due to the surprising low rent of office space. The town managers continually rely on other sources to keep the town thriving.

Carter Lake's population comprises of many tech employees as two tech companies were created by former Microsoft Engineers who moved from Redmond six years ago. Another segment of the population are Military families due to the close proximity to US Army base Fort Lewis and McChord Air Force base. Carter Lake has been seeing growth since the first tech company opened six years earlier to the disappointment to some of the original residents.

The town is considered one of the safer communities in the region, like with the tech recruitment and Military family’s drawn to this off the main road community, the police department mostly consists of former Military Police and State Police who chose to be away from big city politics prevalent in larger metro departments. Carter Lake police department is not the traditional small town department.

With the influx of population, within the last several years there has been an uptick in missing persons reports and more reports of unusual activities. Some of the original residents displeased with the expansion refer to their selves as Pre Tech Carter Lakeiens.

There has been some Tavern Talk recently. Some speak of mysterious outsiders doing super natural things. Residents tend to dismiss these stories as ‘Old people who watch too much Netflix’ or simply lushes who got a bad batch of moonshine. Reporters frequently press Town Managers and Police Representatives for comment on missing persons and odd happenings recently. Typical canned responses of "Hysterical people unhappy with progress spreading unfounded rumors to hurt progress."

Today Carter Lake thrives, people enjoy the comforts of small town life with all the amenities of their large city counterparts, life goes on … so do the rumors … and the missing. Carter Lake does get visitors, many wanted, yet with any small remote location, not everyone … or everything… that visits has good intentions.

Appearance-Rayne has dark features off set by pale unblemished skin. She is average in height and weight, standing at 5'5" and weighing 135 pounds. She tends to wear fashionable dark-colored clothing and heels when working, switching to more comfortable sweats when home.

Personality-Rayne has what it takes to be a reporter. She is assertive, outgoing, persistent, and for the most part, friendly. She hates to hear the words, "no comment", and will put forth the extra effort to get what she needs for a story, even if it means bending the limits of the law.

Backstory-Rayne was once a big city reporter and her career was looking rosy with potential for advancement, but one story changed all that in the blink of an eye. Bad intel, bad cops, and just plain bad luck landed her in the small town of Crater Lake with a tarnished reputation and a empty bank account. Begrudgedly she took a job with the town's small newspaper, trying to make ends meet as she reordered her life. That was three years ago, and now she feels she is where she belongs. The pressure of the "big story" is gone, as nothing ever seems to happen in the idealic little town, and her life is comfortable and stress free. At least until recently.

People have gone missing and the numbers just keep rising. The police seem to be clueless and as tensions rise, she finds sleep avoiding her. Rumors have been circulating the town and as her insomnia worsens, she starts walking the streets at night, convinced that the exercise will help her rest. Instead, she hears things, people talking in quiet whispers of things that stalk the streets. The stories start forcing their way into her thoughts, but as a skeptic, she tries to dismiss them. But as the number of missing rises, she begins to suspect there may be some truth to the tales. And so, she does what she does best, she starts asking questions.

Dave stands 5' 9" and weighs 160.

He prefers casual loose fitting clothing when not working so as to easier conceal his service weapon. He holds a 3rd degree black belt in Tae Kwan Do.

Dave in proficient with his tactical rifle, shotgun and Glock 22 service weapon.

Background: Dave spent 8 years in the US Army as a Military Police Officer. He started in Patrol for one year before spending another year working traffic enforcement. He went through Police Investigations school through the Army and spent the next three years as a plain clothes Police Investigator. He spent his last three years as a tactical response officer.

When it was coming time to re-enlist, a former Captain who was then Police Chief in Carter Lake contacted him with an offer to join the department as he had Washington State Law Enforcement certification through his SWAT training. That was an easy choice to make.

Dave has spent the last four years on the Carter Lake Police Department currently working as a Sergeant and Tactical Officer. He has recently been assigned to look into the uptick in unusual events and to act as the press liaison just so long as he discredits any stories that get out. Dave considers the reports that come in from various residents more nuisance calls. With his vocal dislike of those people wasting valuable police resources chasing Bigfoot partying with Elvis in his UFO, City Managers decide to have him head up task force Alpha that is really more PR to ease the constant questions that come in from the local TV station and papers. To keep up the appearance the City Managers take the reports credible, they secure an NSA level encrypted laptop for him to keep his Task Force files, the information was leaked to the press in an attempt to lower the number of
~Missing person, the Mayor too busy golfing to take this serious~ editorials.

Think I am finished with Dave. Original sounded too much like he was on some secret group looking at the trouble. Going to start him more as annoyed at the stupid rumors keeping him from real police work. He is a token figure head of a nothing task force to start the story.

Figure would give Rayne and Dave more to spar over :D

I believe our characters will get under each other's skins divinely...lol. I see a lot of head butting happening...and his head looks darn hard.

Your character is also very cool! He seems very career oriented and straight laced---Rayne is going to have a hard time getting him to loosen up and spill his guts (although not literally--that would just be gross).


Edit: Gonna have to throw in some computer hacking skills for my girl and maybe some type of self-defense training--just the basics. Currently, she is not carrying any type of weapon, but that may change as things become scary.

Naturals

Naturals eyes are a bright silver in color. Naturals have the ability to change their eye color at will with thought.

Mental abilities: If a natural has eye contact with humans and most life forms, they can take control of the mind, plant suggestions that are followed and with heavier concentration see thoughts in the mind. Side effect is if too strong a probe is done, especially to a human, brain damage could occur to the one probed. Elders can control the ability far better controlling and seeing what is in the mind without harmful side effects.

Regeneration: Naturals have natural healing ability. Cuts heal almost instantly, severe trauma in a matter of minutes. If shot, in under a minute the foreign body (bullet) is expunged from the natural’s body and the entry wound sealed and surrounding skin regenerated as though never shot. Poisons and other bodies inside a natural are negated rendering a natural immune to poison. If introduced to a new substance, over time the body builds up defenses against new substances. Over centuries, humans have exposed naturals to various substances when trying to eliminate them. What is semi-effective in slowing a natural one day is harmless when the body builds up the immunity.
Lost limbs can regenerate however depending on the size of loss, that could take hours to days to regenerate.

Morphing: Naturals do not have the ability to morph into other appearances. They however can change the structure of limbs allowing fingers, arms and legs to cut as knives would.

Strength, Speed and Agility: Naturals have superhuman strength able to lift upto 20 times their weight with no effort. With effort a natural could lift upto 50 times their weight. They can crush objects (such as bones or car doors) effortlessly.
Speed and agility vary between naturals however described by humans that may learn of them as blinding speed and abnormal flexibility.

Sixth Sense: Naturals can see auras around living beings and determine their origins on the life aura given. Some naturals have the ability to see flashes of future events, often when touching a life form.

Greatest threat Naturals face - Humans.

Environmentals

Environmentals eyes are pure white. An environmental has the ability to change their eye color while closing their eyes and concentrating on the color of change.

Environmentals have no enhanced strength or speed, they are completely normal in appearance and physical abilities. Environmentals have no ability to see auras nor control minds, they can sense unnatural life forces.

Environmentals have the ability to control the molecular structure of anything by thought, faster changes occur with touching what is to be changed.

Environmentals can control air, fire, wind and water. Environmentals have the ability to cause living beings to spontaneously combust or can freeze living beings solid. Frozen tissue is at absolute zero so can easily shatter if struck when frozen.

Humans legends believe environmentals can fly which is not accurate. An environmental can seem to travel great distances when leaping into the air as the structure of the surrounding air supports their weight allowing them to leap across great distances (modern day, leap between buildings). From great heights, environmentals can step off buildings and land gently on the ground controlling their descent through air manipulation.

An environmental does have the ability to manipulate their own molucture structure appearing to vanish. This is allowing their structure to mystify to be assembled at a different location. Modern use would be to mystify to drift under a door and reassemble on the other side. Human legend is of walking through doors. To perfect this ability takes 100 to 200 years, there is always the danger younger environmentals could be swept into nothingness should something prevent their reassembly.

Naturals and Environmentals peacefully coexist with the mutual goal of keeping the natural order of life in check.
