Setting: Washington DC, June 2017.
Plot: On Black Friday 2016, a highly modified version of the smallpox virus known as the Green Poison, was released, the world is in chaos. The US Government had a contingency for such an attack, a group known as the Strategic Homeland Division, SHD, Shade or The Division. NYC was the first place to have their Agents activated, although no word from them as to what happened has reached the ears of The Division, it is assumed their mission on Manhattan was a success. Now, 7 months later, DC is in a state of turmoil. While communities of survivors try their best to, well, survive, three factions have risen up bent of taking over the city and either killing or subjugating the settlements. It is your mission as Division Agents to make sure the settlements thrive, the leaders of these factions are brought to justice, and if possible, find the cure that it is rumoured was being worked on somewhere in DC.
Factions
The Division: Agents of the Division are a special elite force only activated in times of sever biological pandemic to help keep the peace and find those responsible. They are identified by their smartwatch which has a glowing orange circle on it, and the SHD patch on their armband, which shows a phoenix rising from the flames. Agents were picked from various roles, mostly military, emergency services and the like. Training was done in secret and as such all Agents, before the Green Poison attack, were effectively a sleeper cell to be activated when their city needed them.
JTF: The Joint Task Force is a task force set up to help with day to day security and logistics issues. They are made up of emergency services (Police, firefighters, EMS). They are rarely seen outside of the Base of Operations in the White House.
Civilian militia: Civilians from the settlements who have taken up arms to combat the three factions that wish to destroy them, protect the settlements and scavenge supplies. Untrained and not battle hardened, they have been struggling to keep everything safe, save for their settlements.
Hyenas: Looters, rioters and gang members. This faction has taken to the streets they once roamed and have established their own council to rule over what remains of certain areas of the city. Favourite past times include killing civilians, sometimes just for fun, attempting the raid the Theater Settlement, and dealing a new drug known as Spice. They use stolen police equipment, while to the most dangerous faction they are still not to be underestimated.
True Sons: JTF turncoats and paramilitary members. These are probably the most battle hardened and organised group. They see everyone else as weak, and have been known to do such things as killing civilians, weapons smuggling, and mortar attacks on the Castle Settlement. Using military equipment, this group is probably the strongest group outside of the JTF and the Division.
Outcasts: Remnants of the failed quarantine of Roosevelt Island. These people are fanatical, immune to the virus and possibly crazy. They seek revenge against those who “sat by and watched as they were locked up and killed against their rights” as their leader put it. Not as organised as the True Sons, but slightly more so then the Hyenas, these people have been known to kill civilians, use suicide bombers and spread the supposed cure, the DC16 virus, which turned lethal for some unknown reason.

Personality: Friendly, flirty and funny. Unless she's in the field or in combat, and then she's calculated and determined.

History: Maisie grew up in Perth, Scotland, with her parents, both of which were in the service of their country. Her father was a security officer for the Air Force as a K-9 handler, and her mother was an MI6 communications and intelligence officer. As such Maisie grew up in a fairly normal, middle-class upbringing. When she was 18 she joined the British Army and was quickly placed into the SAS where she excelled in supporting fire and weapons handling. After a few years she was brought into the Diplomatic service along with her parents, they were to be assigned to guard the UK Embassy in Washington DC. It was not long after this that Maisie was secretly trained by the Strategic Homeland Division. She was there when the Green Poison was released, and when the riots and protests in DC occurred her and her parents helped the evacuate the British Ambassador, unfortunately Maisie had to stay back as her watch started glowing, signalling her cell was being activated. She explained to her parents and the Ambassador what it meant and her parents were given leave to stay with her as they requested they wanted to help. Maisie went to the base of operations at the White House with her parents. They were welcomed and her parents were inducted into the JTF. Her father as a security officer, and her mother as an intelligence and communications officer. Maisie has been planning her next move, calls for help have been received from the Theater Settlement, and communications with the Campus and Castle settlements has been lost recently.

Description: Black hair, pale skin and brown eyes. Marcelle is every bit a classic French woman. You mention French women, and Marcelle is likely to come to mind. Her slightly athletic build hides her strength, and has made people under estimate her in the past. She has a few scars and tattoos on her body, the most notable ones being a sword, wreathed in flames and topped with a crown on her chest, the blade of the sword sitting along her breastbone, a fleur-de-lis on her right shoulder, and of course a large burn scar on her left hip, the reminder of an accident from her childhood involving hot water and an inattentive older brother.
Personality: The serious and friendly one. Marcelle is almost all business, especially in the field. But that doesn't mean she isn't fun or a good friend. She'll do anything to protect her fellow Agents, the JTF and her friends and family. She is also usually on point when entering a building.
Occupation: FBI SWAT
Equipment: Standard Division agent equipment. Her weapons include an AA-12 automatic shotgun, an MP7 SMG and a Beretta M9 pistol

History: Marcelle was born the middle child of a French father and French-Canadian mother, so it is safe to say she is very close to her French roots. Her family moved to the US when she was 8 from Canada, they lived in a few cities, before eventually settling down in Baltimore. Marcelle was a very curious girl; she liked reading books, especially history books, but also was highly athletic. When she turned 18 she applied with the FBI and was quickly accepted. She excelled in her training, which included some hand-to-hand training, mostly boxing and a bit of Krav Maga. She was moved into FBI SWAT by the time she was 23. One day she met a paramedic from the DC Fire and Emergency Medical Services Department. They became friends, and quickly fell in love. By the time she was 25 she was happily married. Her husband had made sure to teach her a bit more about saving lives outside of a hospital in addition to her basic first aid training, during this time she also received Division training. On the day she was activated as a Division Agent, she was having dinner with her husband when he got a call, saying that he was being put into the JTF to help with the relief efforts and quarantine of the city. They looked at each other and knew what they would both be doing. They arrived at the White House early on and have been there since, with Marcelle waiting for her first mission.
