The golden age of Heroes came and went in the blink of an eye.
When the first Parahuman revealed his powers and put on his hero costume, the world looked on him with joy and wonder. Powers that only existed in fiction were bestowed upon special individuals, seemingly at random. Vikare was not the first Parahuman, but he was the first regular citizen given power. He moved objects with his mind, saving dozens upon dozens of lives and asking for nothing in return.
His bright smile endeared him to the nation. Countless boys and girls dreamed of becoming a great hero fighting for justice and putting criminals and villains into jail. To this day, his brightly colored costume and purple cape are iconic, with the entire culture of heroism and villainy following his brightly colored aesthetics.
Yes, the world remembers Vikare. The world also remembers when he was clubbed in the back of the head with a baseball bat by an unpowered human while trying to stop a riot, and died in the hospital due to brain embolism a scant few years after his debut. The courts remember the laws they put into place to protect the nation's hero's secret identities after Vikare’s wife was killed and his child crippled after his identity was revealed after death, a villain's cruel revenge.

You and your fellow Protectorate heroes are transferring in from various cities to help the beleaguered PRT in Brockton Bay, the site of highest parahuman crime in the U.S. It is here where backup is sorely needed, only capable of fielding half a dozen adult heroes to fight crime. The Nazi gang, Empire 88, is the strongest gang in the city, numbering at just over a dozen villains who will gladly go toe to toe with the Protectorate. Kaiser, with his power to make metal spike into swords in a large radius, leads them.
The Azn Bad Boys, a collection of Asian immigrants, have only two villians, yet they prize quality over quantity. Lung is the leader, a man capable of growing and growing as a fight drags on, his power ever increasing without limit. If a fight continues for too long, he transforms into a massive dragon, breathing fire and crashing through buildings. He has taken on the entire Protectorate in Brockton Bay and won. Not only that, he went toe to toe with Leviathan and survived, the only parahuman to have ever have done so.
Brockton Bay citizens are caught between these giants, as well as dozen other issues like the Merchants, the gang that has a sizable control of the drug trade in the city. Like Coil and his band of highly trained mercenaries, controlling only a few city blocks but fending off incursions with military weapons and Tinkertech lasers.
It is up to you, heroes, to make the world a better place. One city at a time.
Powers. The PRT has classified powers into twelve units. You can combine these classifications. If you don’t know what your ability will classify your character as, just ask. Tinkers don’t get secondary powers, because canonically, Tinkers are bullshit.
Keep in mind the Manton Effect, which is the tendency that powers affect living targets or inanimate objects, but not both. All powers have limitations. Maybe your power affects only certain objects(telekinesis, but you can only move rocks), limited range, limited precision, etc. The Manton Effect severely reduces the lethality of many powers as well. One cannot create a forcefield inside a living person. Most pyrokinetics cannot create a fire in you, to boil you inside out. So on and so forth.
Mover - an ability that enhances mobility. The power to fly, the power to teleport, a power to control self inertia.
Example; The Villain Oni Lee can teleport somewhere within his field of vision, leaving behind a temporary autonomous copy. Classified as Mover, Master.
Shaker - an ability with an area of effect. The use of auras, blasts that affect large areas, the manipulation of terrain, the creation of environmental hazards.
Example; the Hero Vista can bend, stretch, compress, and distort non-living matter, making her effectively capable of warping space. Classified as Shaker 9, the strongest in Protectorate history.
Brute - an ability that enhances strength or durability.
Example; The Independent Hero Glory Girl has an invisible force field which grants durability and strength, she can also fly. Classified as Shaker, Mover, Brute.
Breaker - an ability that allows the cape to shift into another state.
Example; the Hero Shadow Stalker can become semi-gaseous and transparent, allowing her to shift through solid objects. Classified as Breaker, Stranger.
Master - an ability to control others and/or create minions. WARNING Masters ARE NOT well liked, and for good reason.
Example; the Villain, Heartbreaker (WARNING KILL ORDER AUTHORIZED ON VILLAIN) can affect anyone's emotions within a large radius. The effect is considered permanent.
Tinker - the ability to create highly futuristic technology or alter devices. Tinkertech does not follow the known laws of physics, cannot be reproduced through normal technological means, and breaks down quickly without Tinker maintenance. Tinkers tend to not get secondary powers either.

Background: Hannah was born in Turkey in a rural village. When the country descended into civil war, her village was caught in the crossfire, killing her family and destroying much of her home. After the fighting ended and government troops were driven away, the rebels gathered up the survivors and executed them. Hannah was shot in a firing line.
However, United States military intervention saved her life, as both United Nations and United States troops worked together in concert to drive the rebels away. A medic found her and saved her life. The last thing she remembers before falling unconscious was the United States patch on the man’s arm.
She was airlifted to a military base, and promptly accepted as a citizen to the United States following her refugee status and as a child. After being adopted, she was well on her way to flying into college with high marks, before her trigger event, whereupon she decided that the best way to help the country was to keep citizens safe with her power, just like the medic who saved her life.
