OUTLINE FOR ACT 1

Lucifer is brought back to life in a child's body by a devoted witch. Maybe it was her own son she offered up as vessel. He's on Earth for over a year by the time we start, and he's built something of a council. He's been planning all year for like a comet or for 5 planets to align at once or something. Let's say it'll happen in a month - cue Micheal being cast out from Heaven, alone and confused in an ailing teenage body with mortal parents beside him worried, but now overjoyed as they think their 'son' has survived. Suddenly both Lucifer and Michael feel a thrumming in the air signifying celestial presence on Earth.

Lucifer sent out a witch to suss out the situation and just what the presence is. Maybe the witch lures him to her master's stronghold without knowing who he is - so Lucifer is still slightly surprised when he sees Michael at his door.

"'According to Legends of the Jews, archangel Michael was the chief of a band of angels who questioned God's decision to create man on Earth; a deeper analysis about Archangel Michael's action here is that Archangel Michael could have also questioned God as to why he did not kill Satan and his rebel horde of demons the minute Adam and Eve were created, thus removing the parable of evil and the question of the Garden of Eden.[159] Regardless, the entire band of angels, except for Michael, was then consumed by fire."

In order to break tension and have a tender moment between the two, maybe they just have an honest talk? Maybe Lucifer calls him a hypocrite and in that moment Michael just agrees? When they're alone that is.
Could also maybe have Michael still have the scars from when lucifer almost dragged him down.
