Your character(s) may be badass but they aren't immortal/invincible. They may end up dying.
You can have multiple characters, I suggest just 2 but if you want more then go ahead, just be sure you can handle them.

Setting: Washington DC, June 2017.

Plot: On Black Friday 2016, a highly modified version of the smallpox virus known as the Green Poison, was released, the world is in chaos. The US Government had a contingency for such an attack, a group known as the Strategic Homeland Division, SHD, Shade or The Division. NYC was the first place to have their Agents activated, although no word from them as to what happened has reached the ears of The Division, it is assumed their mission on Manhattan was a success. Now, 7 months later, DC is in a state of turmoil. While communities of survivors try their best to, well, survive, three factions have risen up bent of taking over the city and either killing or subjugating the settlements. It is your mission as Division Agents to make sure the settlements thrive, the leaders of these factions are brought to justice, and if possible, find the cure that it is rumoured was being worked on somewhere in DC.

Factions
The Division: Agents of the Division are a special elite force only activated in times of sever biological pandemic to help keep the peace and find those responsible. They are identified by their smartwatch which has a glowing orange circle on it, and the SHD patch on their armband, which shows a phoenix rising from the flames. Agents were picked from various roles, mostly military, emergency services and the like. Training was done in secret and as such all Agents, before the Green Poison attack, were effectively a sleeper cell to be activated when their city needed them.

JTF: The Joint Task Force is a task force set up to help with day to day security and logistics issues. They are made up of emergency services (Police, firefighters, EMS). They are rarely seen outside of the Base of Operations in the White House.

Civilian militia: Civilians from the settlements who have taken up arms to combat the three factions that wish to destroy them, protect the settlements and scavenge supplies. Untrained and not battle hardened, they have been struggling to keep everything safe, save for their settlements.

Hyenas: Looters, rioters and gang members. This faction has taken to the streets they once roamed and have established their own council to rule over what remains of certain areas of the city. Favourite past times include killing civilians, sometimes just for fun, attempting the raid the Theater Settlement, and dealing a new drug known as Spice. They use stolen police equipment, while to the most dangerous faction they are still not to be underestimated.

True Sons: JTF turncoats and paramilitary members. These are probably the most battle hardened and organised group. They see everyone else as weak, and have been known to do such things as killing civilians, weapons smuggling, and mortar attacks on the Castle Settlement. Using military equipment, this group is probably the strongest group outside of the JTF and the Division.

Outcasts: Remnants of the failed quarantine of Roosevelt Island. These people are fanatical, immune to the virus and possibly crazy. They seek revenge against those who “sat by and watched as they were locked up and killed against their rights” as their leader put it. Not as organised as the True Sons, but slightly more so then the Hyenas, these people have been known to kill civilians, use suicide bombers and spread the supposed cure, the DC16 virus, which turned lethal for some unknown reason.

Description: Maisie is, as you would expect, almost a stereotype of a Scottish woman. Mostly thanks to her red, curly hair and green eyes. She is athletically built, but still slightly curvy. Usually she is seen wearing a black polo shirt, or a white buttoned shirt, jeans or slacks, combat boots, impact resistant sunglasses, and a cap from her time in the British army
Personality: Friendly, flirty and funny. Unless she's in the field or in combat, and then she's calculated and determined.
Occupation: British Embassy guard
Equipment: Smartwatch, contact lense, standard armour (body armour, gloves and kneepads), plate carrier system with two replacement armour plates, and a large day pack (equivalent to a military Molle pack). Her weapons include an L86 LSW and an AUG A3 SMG, her sidearm is an FNX 45 Tactical pistol.

History: Maisie grew up in Perth, Scotland, with her parents, both of which were in the service of their country. Her father was a security officer for the Air Force as a K-9 handler, and her mother was an MI6 communications and intelligence officer. As such Maisie grew up in a fairly normal, middle-class upbringing. When she was 18 she joined the British Army and was quickly placed into the SAS where she excelled in supporting fire and weapons handling. After a few years she was brought into the Diplomatic service along with her parents, they were to be assigned to guard the UK Embassy in Washington DC. It was not long after this that Maisie was secretly trained by the Strategic Homeland Division. She was there when the Green Poison was released, and when the riots and protests in DC occurred her and her parents helped the evacuate the British Ambassador, unfortunately Maisie had to stay back as her watch started glowing, signalling her cell was being activated. She explained to her parents and the Ambassador what it meant and her parents were given leave to stay with her as they requested they wanted to help. Maisie went to the base of operations at the White House with her parents. They were welcomed and her parents were inducted into the JTF. Her father as a security officer, and her mother as an intelligence and communications officer. Maisie has been planning her next move, calls for help have been received from the Theater Settlement, and communications with the Campus and Castle settlements has been lost recently.

Description: Black hair, pale skin and brown eyes. Marcelle is every bit a classic French woman. You mention French women, and Marcelle is likely to come to mind. Her slightly athletic build hides her strength, and has made people under estimate her in the past. She has a few scars and tattoos on her body, the most notable ones being a sword, wreathed in flames and topped with a crown on her chest, the blade of the sword sitting along her breastbone, a fleur-de-lis on her right shoulder, and of course a large burn scar on her left hip, the reminder of an accident from her childhood involving hot water and an inattentive older brother.
Personality: The serious and friendly one. Marcelle is almost all business, especially in the field. But that doesn't mean she isn't fun or a good friend. She'll do anything to protect her fellow Agents, the JTF and her friends and family. She is also usually on point when entering a building.
Occupation: FBI SWAT
Equipment: Standard Division agent equipment. Her weapons include an AA-12 automatic shotgun, an MP7 SMG and a Beretta M9 pistol

History: Marcelle was born the middle child of a French father and French-Canadian mother, so it is safe to say she is very close to her French roots. Her family moved to the US when she was 8 from Canada, they lived in a few cities, before eventually settling down in Baltimore. Marcelle was a very curious girl; she liked reading books, especially history books, but also was highly athletic. When she turned 18 she applied with the FBI and was quickly accepted. She excelled in her training, which included some hand-to-hand training, mostly boxing and a bit of Krav Maga. She was moved into FBI SWAT by the time she was 23. One day she met a paramedic from the DC Fire and Emergency Medical Services Department. They became friends, and quickly fell in love. By the time she was 25 she was happily married. Her husband had made sure to teach her a bit more about saving lives outside of a hospital in addition to her basic first aid training, during this time she also received Division training. On the day she was activated as a Division Agent, she was having dinner with her husband when he got a call, saying that he was being put into the JTF to help with the relief efforts and quarantine of the city. They looked at each other and knew what they would both be doing. They arrived at the White House early on and have been there since, with Marcelle waiting for her first mission.

You do realize that only one of your characters would actually be in the division, and only because her husband was american thus granting her citizenship right? The Division is a United States created/operated agency, and the US typically does not recruit foreign operatives into their clandestine organizations.

Neatly trimmed beard concealing a couple of small scars on the left side of his face and part of a large scar that starts just above his right eye and extends below across his cheek down to his jaw. Has a tribal style phoenix tattooed on his back with wings outspread, a skull on the inside of his left forearm, a cross tattooed over his heart, and a raven tattooed on his right forearm. A number of small scars cover his body including a pair of gunshot scars on his chest, one on his lower right abdomen, and one through his left thigh.

Dressed in charcoal grey BDU’s, a solid black sleeveless undershirt, and a solid black zip-up hoodie. Black kevlar gloves with open fingertips, pair of black gore-tex steel-toe waterproof boots. Also wears a black baseball cap with a combat flag on the front of it and a pair of Oakley Standard Issue Ballistic Crosshair sunglasses with gunmetal frame and grey lenses.

Personality: A quiet professional with a dry and sometimes dark sense of humor, he is constantly alert to his surroundings. Has an unusual propensity for violence, even among his peers. With an intelligence well above average, he is often found to be cunning and devious.

History: Grimm was born and raised in East Texas where he went to school and learned to hunt and fish, even joining the Boy Scouts to learn a variety of skills as well as eventually participating in his High School’s ROTC program before graduating and joining the Army where he served as a Sniper after his first deployment. Then one day he was approached by a Major Scott Mitchell who offered him a position within the 1st Battallion 5th Operations Group, designated Ghost Recon by its members. There he served proudly for a number of years before an incident in Columbia resulted in his entire team being killed and he was forced to take an honorable discharge. It was at this point that he was approached by a member of the Strategic Homeland Division whereupon he was offered a position that he accepted, undergoing further training necessary for an agent.

The day he was activated found him sitting in a bar with a couple of old war buddies. Seeing his watch begin to glow, he excused himself and paid his tab before walking out to his 1970 Dodge Charger where he extracted his gear out of the hidden compartment where he kept it and made his way to the White House where he would determine his next move.

History:
Enlisted at the age of 17 into the US Army as a Cannon Crewmember. During his term he always wondered what the other side looked like and reenlisted into Infantry as a Indirect Fire Infantryman. He didn't like it as much as he thought he would and, during his deployments, longed for the downtime in between fire missions while manning Artillery Guns.

When asked about his future it was either Law Enforcement or a career in the military. Until one day he aided the Secret Service in thwarting an Assassination attempt and catching one of the suspects. The Senior Agent was impressed with his work and recommended a career in the Secret Service, and Jake took it after his term was up.

After FLETC and more training in Maryland, Special Agent Jake Prior's first assignment was to be part of the Task Force that investigated in counterfeiting.
A year or so in Jake and several other agents were tasked to go to New York but bad weather stopped them from even leaving the airport.
It was November 26, 2015.

After that it was a flurry of activity. Things being done. People to protect. The government couldn't make up their minds between continuing to run the country or focusing all of their efforts on the outbreak.
The Unites States Secret Service were spread so thin when communications went down they reacted the same way every other organization did. Most left to be with their families. Others stayed and continued to work whatever they were assigned to. Some scattered and renounced their roles as Special Agents and stuck with the settlement's, helped the JTF or joined one of the other groups out there.

Jake was on the plane with the President when it was shot down. He miraculously survived but was captured and tortured by the Hyenas. It was weeks until someone came to get him and that someone was a Division Agent. An older man who could have been an older version of his father.
After recovering Jake stuck to this Agent like glue. Went wherever he went, patched him up, got them food. Stayed up on Fire Watch to let the old man sleep when he really needed it.
The old man tried to lose Jake once or twice but Jake always caught up or found him. And by the third time the Division Agent just accepted the fact that he had a Secret Service Guard Dog now...

Note:
As far as Jake knew he was the only survivor of Air Force One and, being a Special Agent assigned to protect POTUS, he made use of his access of the Armory and continued to use his service P90, despite the fact that it was very uncommon ammo. Rare, even. The only problem with its use was that he could only re-arm at the White House. Which is why he also used the 870 and his sidearm which used much more common ammunition.
That being said he was stingy with sharing anything from the Armory with anyone. The only person who can talk him into sharing things is Coop Dennison.
