There has to be a reason all of the characters are together or in close-ish proximity (leading to the same destination) probably with exception to the Senator who can be organizing evil from afar.

I don't suggest Courascant since one of my characters is a Jedi.
There wouldn't be a reason for my character to be headed to Tatooine so I wouldn't suggest that one either.

Nar Shadaa is along the lines of what I was thinking. What better place to hide than the moons of the Hutt homeworld?

The first time I tried my characters they started on Nar Shadaa. Not too familiar with the planet except for the one time where you visit it in Knights of the Old Republic 2.
I basically think of Nar Shadaa as the Las Vegas of Star Wars back when the Mob ruled everything but they are super open about it.
