No you may not, however handcuffs are incredibly easy to acquire so it shouldn't take you long enough to find a pair.
By the way in Star Wars they are called Binders generally.
There are stuncuffs which are powered and magnetically sealed while capable of hurting the wearer should the resist. They cost a bit more but its unlikely anyone will be able to escape from those.

are you gonna make a purchase chart? or would each merchant have different prices? Also, is there a version of pepper spray in the SW universe? I'm guessing there's a version of the taser, but I do not know its name.

Pepper spray I've never seen in any form in Star Wars. I suppose the closest thing to that in effect would be stun technology, or perhaps cryo tech.
In regards to tasers, there are various weapons which will shock a target into submission. Stun batons, shock collars, Sonic weaponry, training lightsabers.
