haha, yeah, especially since that's one of my most hated bad-plot elements.
I did think that the idea of a super powerful and popular tribute not wanting the fame and glory of winning, however, would be a very intriguing one to try. So I did. and it was (is).

Added kill orders (and method of death) for both 44th and 45th Hunger Games.
Other proposed projects include information on District and Capitol characters (general), arena information (both games), or other such things.

Added a comprehensive list of everyone named or fairly significant to a large list at the end of the original post. This is the world of Panem according to this Hunger Games timeline.

UPDATE: so now this thing is currently up to date, Capitol crowds and all.

Sure, go for it. Also, I like how we now have two named Peacekeepers, even if they are just nicknames. I kind of feel sorry for The Ghoul in ways though since he was bullied as a kid for being albino.

I'm down for that notion. And yeah, he kind of reminds me of Argus Filch from Harry Potter. haha

Blacky on the other hand, is just a paranoid asshole who is (perhaps ironically) a bit afraid of things that go bump in the night, and so he takes that anger out on anyone out after curfew.
Still... Alice says "fuck that dude". xD

If he targets people out after curfew then the nickname "Blacky" is truly fitting xD.

that's exactly why Alice calls him that, actually. Kind of like "The Ghoul", it's not his real name, but that's what he'll forever be known as.

Well everybody in District 6 calls him "The Ghoul" because of his white-ish skin caused by albinism.

yeah, I remember that and it makes perfect sense.
I'm not sure if Blacky has caught on as extensively or not, but he's one of the peacekeepers that seems to have regular run-ins with Alice. (much like how there's a select band of Peacekeepers that are behind apprehending and flogging Laurel.)
