Ok. First problem is something right out of the gate. I've never known of any Aussie that would name their little sheila "Clairvoyance". Clair, perhaps... but not the whole spiel. This may seem nitpicky of me, but this RP is grounded in the real world and I expect the characters to have realistic names. I get that the parents were absolute nutters, but I'm sure she could get her name legally altered after they were not a part of her life any longer. ESPECIALLY if she was adopted by such a prominent couple that they were known nationwide.
Which brings us to her adoptive family. What do they do exactly that they are so well known AND such skilled fighters? I know of a few aussies that are one or the other, Bren Foster among them, so it's not a HUGE stretch to be both. I'm just curious in this regard, as most players so far have at least touched on the occupations of their characters' families.
Next up, though jumping backward on the CS, is the personality. Why is she a wallflower under normal circumstances, yet an all-encompassing badass in combat? I understand she has some emotional scarring from her early childhood, but the drastic change would send up a lot of red flags to New Peaks admissions, as it hints at some significant instability. Were she unusually cocky and/or brash, then her attitude in combat would fit her personality and be considered more normal with a teenager.
Also conflicting with the combat attitude is the styles she knows. Discounting that "Taijutsu" isn't a martial art, Aikido and Jiujutsu are styles firmly grounded in countering your opponent and quite literally helping them defeat themselves by using their body against them. They are not styles where one is bold. Level-headed, definitely. Bold, not so much. Also, she will need a belt ranking for the styles she knows.
On to her power, then. In combat, where her power would be used, Strength and Speed are the only two things that really matter. Saying you can enhance both by 25% with no drawback is a bit potent. Add in seeing auras, and you can (by how powers are described in the rules) learn a lot about any power possessed by an opponent she fights. If you nix the aura sight and add a low-tier drawback, the power will be acceptable. Given her power and styles of choice, I would also refuce her ranking to C3... which is still impressive for a Freshman, even at the end of the year.
Lastly, defeating a Junior/3rd Year student as a Freshman is not unheard of... but I'd prefer if you made the bully a Sophomore to make it a little more realistic. Even with that, She would still be hit with more than a warning. Penalties at New Peaks come in two forms: Fines or doing time in the Detention Hall. For a Freshman, a first offense, and an unsanctioned fight... she'd be facing a few hundred dollars in fines OR spending a couple days in DH. I'm guessing with wealthy parents, the fine would be the route of choice.
