Well, the way Nikky sees it, Kate will learn to follow directions or face the consequences that the pinheads have said will be the consequences if they don't reach the needed amount of population in the allotted time. Worse case scenario he can send Kate out into the desert and be like "door swings both ways." which basically means when she can learn she can't do it herself she's welcome back like a clan mate and not a competitor. :P
