A. you can act when its not your turn provided you declare a condition beforehand

B. the action does not stop and go turn by turn. everyone is moving at the same time

I see it as a small unit that needs to use communication and coordination to maximize the most of their individual talents, and the element of surprise. The team's supposed to be a bunch of professionals, after all.

At Enki’s command, all the ships in the hangar launched. The six orbitals provided fine mobile masking for the lander and the shuttle. But there was a terrible accident as one of the orbitals drifted into the shuttle, causing quite the explosion which daisy-chained to more of the satellites while the cargo lander headed towards orbit and beyond. The lander’s machine spirit was a tough old thing but Enki was used to working such spirits into submission.

Actually launching the rockets will require physical (i.e. non-noospheric) command input from either the control room or the manual overrides at the top of the gantry. And there’s going to be fun waiting at the top of the gantry.
