Physical Description:
Luna's overall look is said to give off "an aura of distinct dottiness"; she has straggly, waist-length, dirty blonde hair, very pale eyebrows, and silvery eyes that have been described as "protuberant" and giving her "a permanently surprised look".
Her decidedly quirky fashion sense hasn't changed a bit since her recent graduation from Hogwarts. To name just a few examples, she has a tendency to tuck her wand behind her left ear for safekeeping, and often wears a necklace of Butterbeer caps and earrings made from dirigible plums: an orange fruit that resembles radishes. While she will wear a uniform if required (such as her Hogwarts uniform while she was in school), her choice of clothing can and does tend to be cheerful and unusual in her own uniquely colorful way, sometimes too much so for the tastes of those around her, though this doesn't bother her in the least; in fact, she enjoys it, believing that those who follow the crowd are likely to get lost in it anyway.

The Wizarding World, as its name suggests, is abundant with magic, and its many witches and wizards have built their very own thriving culture over the centuries with magic at the heart of their everyday lives. However, this culture lives entirely isolated from that of non-magic folk (whom the witches/wizards refer to as Muggles, No-Majs, Non-Magiques, and other similar terms); in fact, under the International Statute of Wizarding Secrecy, witches and wizards are strictly forbidden to use magic in the presence of said non-magic folk or otherwise reveal any aspect of the magical world to them. Furthermore, under the Decree for the Reasonable Restriction of Underage Sorcery, witches and wizards under the age of 17 are forbidden to use magic at all outside of their respective magic schools (or outside of homeschooling or correspondence courses, if applicable).
On that note, there are at least 11 prestigious wizarding schools in this world, all of them greatly respected throughout the world and in their respective geographical regions. These schools include, to name just a few:

Powers: Luna is a witch, and as such can perform magic. The magic she learned at Hogwarts tends to be of a highly technical nature and almost always relies heavily on the use of a wand and a properly-pronounced incantation; although wand-less and/or non-verbal spell casting is not impossible, it is generally too difficult for most wizards, making Luna's wand essential for her to use magic effectively in battle. Other limitations on her magic may vary depending on the specific spell to be cast.
Other Skills: Luna has a knack for magizoology (the study of magical creatures), and even sincerely claims to have encountered various magical creatures (Nargles, Blibbering Humdingers, etc.) that not even her fellow wizards believe actually exist; needless to say, this is one of the reasons why she was often called "Loony Lovegood" at Hogwarts. Also, her creativity and eccentric ways of thinking are in fact far more of a strength than others might give her credit for, making her surprisingly perceptive and intelligent despite seeming very absentminded at first glance. Likewise, her seemingly natural talent for comforting others in distress should never be underestimated, as even the most powerful Keyblade Masters in the universe are still vulnerable if they are emotionally imbalanced.
Backstory:
Luna was raised by her father Xenophilius for most of her life, as her mother Pandora, who loved to experiment with different kinds of spells, died in an experiment gone terribly wrong when Luna was only nine. She was accepted into Hogwarts School of Witchcraft and Wizardry when she was eleven, and there she earned the nickname "Loony Lovegood" due to her eccentric beliefs and generally unorthodox demeanor. In spite of this, she was sorted into Ravenclaw House, which was said to be specifically reserved for students with great wisdom and intelligence.
During her fourth year at Hogwarts, Luna met and befriended Harry Potter, and it was through this friendship that she became involved in the Second Wizarding War. Years prior, the dark wizard Voldemort - the instigator of the First Wizarding War, whose evil was so great that almost no one dared to speak his name - had tried to kill an infant Harry using the dreaded Killing Curse, but Harry miraculously survived when the curse backfired on Voldemort and (at least temporarily) destroyed him. Consequently, Harry was famous throughout the Wizarding World as "The Boy Who Lived", but also became a primary target of Voldemort and his followers, the Death Eaters. The Death Eaters had succeeded in resurrecting Voldemort one year before Luna met Harry, resulting in a heated conflict that went on to become the Second Wizarding War, during which Voldemort eventually took over the Ministry of Magic and proceeded to cruelly persecute muggle-borns (witches/wizards with non-magic parents) and other undesirables on a massive scale. The Second Wizarding War finally ended when Voldemort was eventually destroyed again, this time for good, after the Horcruxes that had ensured his immortality were all located and destroyed.
It has only been about a year since the end of the Second Wizarding War. With Voldemort gone, the Death Eaters lost virtually all of their power and were forced into hiding, reduced to little more than a bad memory in the minds of many. But the scars of the war still run deep: so much so that, even now, most witches and wizards still refuse to speak Voldemort's name. Harry, along with mutual friends Ron Weasley and Hermione Granger, had missed their last year at Hogwarts due to the war, but the newly-appointed Minister for Magic, Kingsley Shacklebolt, nevertheless officially made all three of them Aurors (dark wizard catchers), noting that their active involvement in the war was more than enough proof to satisfy the traditional skill and character requirements to become an Auror. Luna herself graduated roughly a year later, and is eager to continue her and her father's pursuit of the elusive Crumple-Horned Snorkack...
...or she was, until just recently. It all started with the appearance of strange black creatures with bright yellow eyes in many parts of the world: they looked like they might be Dementors or something similar, but these ‘yelloweyes’, as they are now officially called, have become so numerous and so dangerous that a growing number of witches and wizards have been forced to evacuate their homes and seek refuge at Hogwarts and other available shelters. To make matters worse, Harry has recently gone missing under highly suspicious circumstances, and his disappearance has reignited old fears throughout the Wizarding World, leading many to fear that He-Who-Must-Not-Be-Named may have somehow returned, or at least someone very similar. And then, just as the situation seemed to be at its worst, Luna somehow found herself in a strange new world, which the locals called Traverse Town.
