Yes more or less. As you move around I will tell you what you find then it's entirely up to you to write it up however you want. And of course you can bump into other players as well.

Name: Bo Blackheart
Age: 35

Personality: A daring swashbuckler, a man's man. Treats women and children with chivalry, and usually gives men still breathing after a raid the option to surrender and serve on his crew, or be tossed out to sea, when there is need for replacements. Has a moral code that is complicated and sometimes paradoxical, but makes enough sense to him, as he a semi-religious man, and a former privateer for the Kingdom of Celestria.

Spoiler: Appearance 

Background: An orphan on the hard streets of Celestria, he had a brief stint in that nation's navy as a cabin boy, where he learned quickly enough the skills of navigation and discipline that his Captain, Captain Oak, sponsored him for a place in the Navy Academy, as Oak was well connected. Bo passed with flying colors, and ran his own ship, the Talon, until it was sank by pirate menace Arthos Petralia. After that, Bo retired his offical posting to become a privateer, which in those times was more profitable than an average navy posting. He became very wealthy, but finding his life troubled and lacking meaning, he retired once more for a year at a monastery on a remote island. When the island was then ransacked by the same pirate who had sunk the Talon, Bo donned the black flag of piracy, gathered up a crew from the survivors and those who knew his reputation, and set out in a small boat, boarded his enemy, slew him and took his ship, the Crimson Lance. Since then, he has continued piracy activities, but never against Celestria.

Just one question, as this is actually my first RP. What happens when people's characters intersect? Like if you as the GM order us to fight as part of the story, then who decides the outcome?

Well first I won't order you to fight anyone, you will have complete control over your own character's actions. Whether you talk, fight or ignore them is completely up to you.

It's a good question though. Working on the premise all your ships are of a pretty similar size and armament any form of player-on-player battle would be likely to somewhat decimate both sides. Having said that if two players are both keen to fight a skirmish you have 2 choices: you can either agree the outcome between yourselves or if you prefer I can settle it for you using a dice-roll.
