Is shifting something they can do at will?

Yes, shifting happens at will, though when a werewolf loses control, they will go into the warrior-form by default.
Shape-shifting, however is not always the most pleasant. A werewolf can take their time (a few minutes) to slow-shift to mitigate the pain, or they can shift at the drop of a hat (30 seconds or so) and it'll be agony every time. Not as bad as the First Change, but still generally terrible.
